Shirley Powell Shirley A. Powell, 66, of Savannah, died Friday, May 21. She was born in Hardin County, the daughter of Stella Mae Benson Tilley and the late James Bob Tilley. Ms. Powell was of Baptist belief. Services were held on Monday, May 24, at Shackelford Chapel in Savannah with David Highland officiating. Burial was in the Hollands Creek Cemetery at Hardin County. She is survived by her mother, Stella Tilley; her daughter, Teresa J. Osteen of Savannah; a son, Stevie Dewayne Qualls of Savannah; seven grandchildren, 12 great-grandchildren; three brothers, James Bobby (J.B.) of Savannah, Herschel Lee and Johnny Richard Tilley, both of Bethel Springs, Tenn.; three sisters, Wanda Faye Steely of Savannah, Glona Jo Highlander of Burnsville, Miss. and Mary Frances Tilley of Calhoun, Ga. She was also preceded in death by a daughter, Pamela Qualls White; a brother, Herby Gene Tilley; and a grandson.
